Notice of Introduction

Pursuant to Section 3.9A of the El Paso City Charter, the following Ordinances were properly introduced at a Regular Council Meeting on July 22, 2014:

  1. An Ordinance amending ordinance No. 017793 to modify the boundaries of Tax Increment Reinvestment Zone Number Six, City of El Paso, Texas to include an additional area in the Medical Center of Americas Master Plan Boundary in El Paso: Addition A, as more fully described herein.
PUBLIC HEARING WILL BE HELD ON JULY 29, 2014 FOR ITEM 1
  1. An Ordinance amending Title 20 (Zoning), Chapter 20.02 (General Provisions and Definitions) Creating a New Credit Access Business and Pawnshop use and definition, amending Chapter 20.10 (Supplemental Use Regulations) to add appropriate standards and regulations for Credit Access Businesses and amending Appendix A (Table of Permissible Uses) to allow Credit Access Businesses in Commercial districts by Special Permit and Appendix C (Parking Regulations) of the El Paso City Code. The Penalty is as provided for in Chapter 20.24 of the El Paso City Code.
 
  1. An Ordinance approving a detailed site development plan for Kern View Estates Unit Two, City of El Paso, El Paso County, Texas, Pursuant to Section 20.04.150. The penalty is as provided for in Chapter 20.24 of the El Paso City Code. Subject Property: North of San Mateo Lane and East of Las Vegas Drive. Property Owner: Piedmont Group LLC. PZDS14-00004
 
  1. An Ordinance changing the zoning of a portion of Tract 1A-54, Block 1, Ascarate Grant, City of El Paso, El Paso County, Texas from A-O (Apartment-Office) to C-1 (Commercial). The penalty is as provided for in Chapter 20.24 of the El Paso City Code. Subject Property: East of Lee Trevino and North of Vista del Sol. Property Owner: Marcos & Esther Calderon. PZRZ13-00032
PUBLIC HEARING WILL BE HELD ON AUGUST 19, 2014 FOR ITEM 2-4

Public Hearings will be held as part of the regular City Council meeting which begins at approximately 8:00 a.m.  All interested persons present shall have an opportunity to be heard at that time.  After the public hearings, Council may also delay taking action on Ordinances; no requirement is made by Section 3.9B of the El Paso City Charter to publish any further notice.  Copies of all Ordinances are available for review in the City Clerk’s office, 300 N. Campbell Street, Monday through Thursday, 7:00 a.m. to 6:00 p.m.

Notice of Adoption

Notice is hereby given that, during a regular meeting of the City Council held on July 22, 2014, the Mayor has approved and the City Council has passed the following Ordinances:
 
ORDINANCE 018212 An Ordinance authorizing the issuance of “City of El Paso, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2014” in an amount not to exceed $72 million; levying a continuing direct annual ad valorem tax for the payment of such certificates; and resolving other matters which are necessary to effectuate such issuance, including the delegation of matters relating to the sale to an authorized City official within certain specified parameters.

ORDINANCE 018213 An Ordinance authorizing the issuance of “City of El Paso, Texas, General Obligation Refunding Bonds, Series 2014A” in an amount not to exceed $59 million to achieve present value debt service savings; levying a continuing direct annual ad valorem tax for the payment of such bonds; and resolving other matters which are necessary to effectuate such issuance; including the delegation of matters relating to the sale to an authorized City official within certain specified parameters.

Notice of Intention To Issue Certificates of Obligation

TAKE NOTICE  the City Council of the City of El Paso, Texas, shall convene at 8:00 o’clock A.M. on the 22nd day of July, 2014, at its regular meeting place on the first floor of the Municipal Building, 300 N. Campbell, El Paso, Texas, and, during such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation in one or more series in a principal amount not to exceed $73,000,000 for the purpose of paying contractual obligations to be incurred for (i) the construction of public works, to wit: (a) design, acquisition, construction and improvements to City transportation and terminal facilities, including maintenance and operational facilities, bus shelters, streetcar project, rapid transit terminals and the acquisition of necessary rights of way and land therefor; (b) constructing, resurfacing and improving various streets, roads, bridges, overpasses, thoroughfares, tunnels, sidewalks, pathways and related municipal facilities within the City, including lane markings, street drainage, street lights, ADA accessibility, traffic signals, signal system synchronization, loop detectors, transit tunnel reconstruction, lighting and landscaping related thereto and the acquisition of necessary rights-of-way and land in connection therewith; (c) renovating, improving and equipping City Hall and other City administrative facilities;  (d) acquisition, construction and improvement of municipally owned public art projects; (e) construction, renovation, rehabilitation, improving and equipping of City buildings and facilities for information technology, maintenance, engineering, internal audit, fire, environmental services and other City departments, including improvements to fiber optic connectivity, roofing system rehabilitation and replacement HVAC; and the acquisition of necessary rights-of-way and land in connection therewith; (f) improvement and equipping of City parks, recreational and library facilities; and (g) the purchase and installation of computer software and hardware for various City departments and operations; and (ii) professional services rendered in connection therewith, such certificates to be payable from ad valorem taxes and a limited pledge of the net revenues of the City’s water and sewer system.   The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.
