Notice of Introduction

Pursuant to Section 3.9A of the El Paso City Charter, the following Ordinances were properly introduced at a Regular Council Meeting on July 15, 2014:

  1. An Ordinance changing the zoning of Tract 1, Block 13, Ysleta Grant, 8137 San Jose Road, City of El Paso, El Paso County, Texas from R-F (Ranch and Farm) to S-D (Special Development). The penalty is as provided for in Chapter 20.24 of the El Paso City Code. Subject Property: 8137 San Jose Road. Property Owner: Brenda I. Boysselle. PZRZ14-00017
 
  1.   1. An Ordinance changing the zoning of Lot 1, Block 28, Terrace Hills Addition Unit Four, 5101 Fairbanks Drive, City of El Paso, El Paso County, Texas from R-3 (Residential) to G-MU (General-Mixed Use) approving a Master Zoning Plan, and approving a reduction in the minimum district area. Public Hearings will be held as part of the regular City Council meeting which begins at approximately 8:00 a.m.  All interested persons present shall have an opportunity to be heard at that time.  After the public hearings, Council may also delay taking action on Ordinances; no requirement is made by Section 3.9B of the El Paso City Charter to publish any further notice.  Copies of all Ordinances are available for review in the City Clerk’s office, 300 N. Campbell Street, Monday through Thursday, 7:00 a.m. to 6:00 p.m.

Notice is hereby given that, during a regular meeting of the City Council held on July 15, 2014, the Mayor has approved and the City Council has passed the following Ordinances:

ORDINANCE 018203 An Ordinance granting Special Permit No. PZST14-00010, to allow for Infill Development with reduced rear and side yard setbacks on the property described as Lots 9 and 10, Block 25, Alexander Addition, 1319 N. Oregon Street, City of El Paso, El Paso County, Texas, Pursuant to Section 20.10.280 Infill Development of the El Paso City Code. ORDINANCE 018209 An Ordinance amending Title 18 (Building and Construction), Chapter 18.10 (Residential Code), of the El Paso City Code, to add an exception to the fire construction requirement for exterior walls, excepting zero lot line properties provided certain requirements are met, the penalty being as provided by Section 18.02.111 (Violations and Penalties) of the El Paso City Code . ORDINANCE 018210 An Ordinance Granting a Special Privilege License to Joseph Nebham for the Use, Maintenance, and Repair of Portions of City Right-of-Way Along Franklin Avenue Adjacent to the Property Located at 311 East Franklin Avenue, El Paso Texas.

Notice of Intention To Issue Certificates of Obligation

TAKE NOTICE  the City Council of the City of El Paso, Texas, shall convene at 8:00 o’clock A.M. on the 22nd day of July, 2014, at its regular meeting place on the first floor of the Municipal Building, 300 N. Campbell, El Paso, Texas, and, during such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation in one or more series in a principal amount not to exceed $73,000,000 for the purpose of paying contractual obligations to be incurred for (i) the construction of public works, to wit: (a) design, acquisition, construction and improvements to City transportation and terminal facilities, including maintenance and operational facilities, bus shelters, streetcar project, rapid transit terminals and the acquisition of necessary rights of way and land therefor; (b) constructing, resurfacing and improving various streets, roads, bridges, overpasses, thoroughfares, tunnels, sidewalks, pathways and related municipal facilities within the City, including lane markings, street drainage, street lights, ADA accessibility, traffic signals, signal system synchronization, loop detectors, transit tunnel reconstruction, lighting and landscaping related thereto and the acquisition of necessary rights-of-way and land in connection therewith; (c) renovating, improving and equipping City Hall and other City administrative facilities;  (d) acquisition, construction and improvement of municipally owned public art projects; (e) construction, renovation, rehabilitation, improving and equipping of City buildings and facilities for information technology, maintenance, engineering, internal audit, fire, environmental services and other City departments, including improvements to fiber optic connectivity, roofing system rehabilitation and replacement HVAC; and the acquisition of necessary rights-of-way and land in connection therewith; (f) improvement and equipping of City parks, recreational and library facilities; and (g) the purchase and installation of computer software and hardware for various City departments and operations; and (ii) professional services rendered in connection therewith, such certificates to be payable from ad valorem taxes and a limited pledge of the net revenues of the City’s water and sewer system.   The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

NOTICE OF INTRODUCTION AND PUBLIC HEARING

Pursuant to section 3.9A of the El Paso City Charter, the following Ordinance will be introduced at a Regular City Council Meeting on July 22, 2014:
 

  1. AN ORDINANCE authorizing the issuance of “City of El Paso, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2014”; levying a continuing direct annual ad valorem tax for the payment of said certificates; and resolving other matters which are necessary to effectuate said issuance, including the delegation of matters relating to the sale and issuance of the Certificates to an authorized City official within certain specified parameters.
 
  1. AN ORDINANCE authorizing the issuance of “City of El Paso, Texas, General Obligation Refunding Bonds, Series 2014A”; levying a continuing direct annual ad valorem tax for the payment of said Bonds; and resolving other matters which are necessary to effectuate said issuance; including the delegation of matters relating to the sale and issuance of the Bonds to an authorized City official within certain specified parameters.
 
PUBLIC HEARING WILL BE HELD ON JULY 22, 2014 FOR ITEMS A - B
 
A Public Hearing will be held as part of the Regular City Council Meeting which begins at approximately 8:00 a.m.  All interested persons present shall have an opportunity to be heard at that time.  After the Public Hearing, Council may take immediate action to approve the Ordinance or may delay taking action on the Ordinance.  No requirement is made by Section 3.9B of the El Paso City Charter to publish any further notice of this introduction and public hearing.  A copy of the Ordinance is available for review in the City Clerk’s office, 300 N. Campbell, Monday through Thursday, 7:00 a.m. to 6:00 p.m.
