Health Education & Promotion provides the El Paso Community with awareness, resources, and preventative services to encourage, develop, and sustain healthy lifestyles.

CLEAR (Choosing Life: Empowerment, Action, Results!)

Description: CLEAR logoThe CLEAR Program offers free one-on-one counseling to youth and adults (16 years and older). The evidence based program assists HIV positive or negative individuals to take charge of their lives, be proactive, set and meet goals, learn ways to problem solve and address current stressors in their lives. CLEAR helps individuals understand their feelings and learn to become assertive about protecting themselves and staying healthy.

If you are you a motivated individual or would you like to become one but don’t know how, if you have life goals and challenges that seem hard to achieve then CLEAR might be right for you.

The M Factor is El Paso's premier social network for gay and bisexual men. The goal of the MPowerment program (M-Factor) is to reduce the rates of unprotected sex and the spread of HIV among young gay/bi-sexual men by fostering connections among men to build positive social connections and promote safer sex practices. The M Factor is housed in The Factory located at 1505 E. Missouri Ave.

HIV Prevention Program

The goal is to provide culturally and quality customer service to those individuals who receive HIV and syphilis tests. We provide counseling and testing services and refer to other programs as needed.
The HIV Prevention Program offers FREE confidential/anonymous HIV, testing and confidential syphilis testing during walk-in Clinics:
