Stuart C. Ed, General Services Director

 

Stuart C. Ed has been the Director of General Services since February of 2009. As Director, he leads the 232 associates that are responsible for the City's Facilities, Fleet, Land Management, Records Management, Copy Center, and mail distribution.

Stuart has served the El Paso community in a variety of administrative and executive positions at the City of El Paso since he was first hired in 1995. His first opportunities to serve the City were within the Department of Community and Human Development from 1995 to 2000 (Grants Technician, Grants Planner, and Senior Grants Planner), followed by the Department of Mass Transit (Sun Metro) from 2000 to 2004 (Transit Program Manager and Assistant Director). Stuart proudly served El Paso's Finest between 2004-2009 as the El Paso Police Department’s (EPPD) Director of Administrative Services. As the senior civilian at EPPD and only civilian on the Chief of Police's executive staff, he directed the 320 employees that comprised the Department's Administrative Services Bureau, which included EPPD's Fleet and Facility Maintenance Divisions.

Stuart is a graduate of the University of Arizona, where he obtained a Bachelor of Arts degree in Political Science in 1986. He is also a graduate of New Mexico State University, where he earned a Master of Public Administration degree in 2004. Prior to working at the City of El Paso, Stuart honorably served as a United States Army Field Artillery Officer from 1986 to 1995. His accomplishments include overseas assignments to Ansbach, West Germany and Schofield Barracks, Hawaii, where he was vested a battery command with the 25th Infantry Division (Light). He is a proud graduate of the United States Army Airborne, Ranger, and Air Assault Schools.
