Fire Code Compliance
The El Paso Fire Department Code Compliance Section strives on the goal of minimizing the risk of life and property loss from fire. By enforcing an adopted fire code and related standards, hazardous conditions can be eliminated or controlled before fire occurs.

Our Mission: Enforcing the City of El Paso’s Fire Code, one building at a time.

The Code Compliance Section of the El Paso Fire Department is staffed by seven certified fire inspectors and one supervisor. It is their responsibility to conduct inspections, attend meetings with business owners and contractors, and handle any requests and/or complaints from the public. Inspectors are there for your assistance and as a resource for the community. If you feel that your business or building requires our attention, or if you are unsure and wish to request an inspection from a fire inspector you may call (915) 485-5699 or send an e-mail (see below). An inspector will be sent to conduct an inspection, answer any questions you may have, and make suggestions for fire safety items. Please be advised that there is a fee involved when requesting an Inspector and/or Investigator to conduct any fire-related business.

Local Codes

All buildings in the City of El Paso must comply with the adopted "International Fire Code, 2009". The El Paso Fire Department also enforces local amended codes and municipal codes. In addition to general inspections, there are numerous specific areas where inspections are also required.

The process for requesting an inspection:

1.Request an inspection by faxing the appropriate document to (915) 485-5677.
2.A fire inspector will come the following day and perform a thorough inspection of the building or operation.
3.The fire inspector will reference the adopted Fire Code, NFPA Codes, Local Amendments and Municipal Codes for regulations specific to that building or operation.
4.The fire inspector will notify person requesting inspection of any violations noted that need correcting prior to final acceptance. Deficiencies found during the inspection will be noted on the back of the permit card; thus, result in disapproval and a re-inspection fee shall be issued. The contractor shall submit for re-inspection after all deficiencies have been corrected and the re-inspection fee is paid.
5.If no violations are noted, the fire inspector will sign-off on the appropriate permit card. The approval of work completed will be signed-off on the front of the permit card and noted as well on the back of the permit card.

Building Final Inspections**

Request for fire building finals shall be made through this office at least one (1) business day in advance. The assigned fire inspector will conduct this inspection the next working day between the hours of 10:00 am and 5:00 pm. Stamped plans and permit cards are required to be on site. The approval of work completed will be signed-off on the front of the permit card and noted on the back of the permit card. Deficiencies found during the inspection will be noted on the back of the permit card; thus, result in disapproval and a re-inspection fee shall be issued.

Fire Alarm Systems**

Request for this type of inspection shall be made to this office at least one (1) business day in advance. City stamped plans and permit card must be available with the contractor at the job site. The assigned fire inspector will conduct the inspection the next working day between the hours of 10:00 am and 5:00 pm. The sprinkler contractor must have a separate permit for the fire alarm system. All devices [Pull stations, Audio/Visual (A/V’s), strobe lights and/or horns, smoke and/or heat detectors, smoke duct detectors, Remote Test Indicators (RTI’s), etc.] will be tested at 100% acceptance test. Several tests are conducted as per NFPA 72 requirements. An approved test of the system would be indicated by the inspector's signature on the permit card. If the system fails or deficiencies are found during the inspection it will be noted on the back of the permit card; thus, result in the disapproval and a re-inspection fee shall be issued.

Sprinkler Systems**

Request for this type of inspection shall be made to this office at least one (1) business day in advance. City stamped plans must be available with the contractor at the job site. The assigned fire inspector will conduct the inspection the next working day between the hours of 10:00 am and 5:00 pm. The sprinkler contractor must have a separate permit for the sprinkler system. All pipe joints, sprinkler drops, and main branch lines are to be left exposed for a visual check of leaks. Several tests are conducted as per NFPA 13 requirements including a 200 psi hydrostatic test. An approved test of the system would be indicated by the inspector's signature on the permit card. If the system fails or deficiencies are found during the inspection it will be noted on the back of the permit card; thus, result in the disapproval and a re-inspection fee shall be issued.

Special Extinguishing Systems**: Range Hoods, Paint Booths, FM 200, etc.

Any request for this type of inspection shall be submitted at least one (1) day in advance. Tests shall be conducted to ensure proper installation and operation as required per NFPA Standards. An approved test of the system would be indicated by the inspector's signature on the permit card. If the system fails or deficiencies are found during the inspection it will be noted on the back of the permit card; thus, result in the disapproval and a re-inspection fee shall be issued.

Underground Piping Acceptance Test**: Sprinkler System and/or Private Hydrants

Any request for this type of inspection shall be submitted at least one (1) day in advance. Tests shall be conducted to ensure proper installation and operation as required per NFPA Standards. All pipe joints are to be left exposed for visual inspection of leaks and required piping, thrust blocks, etc. Testing requirements include a two hour, 200 psi hydrostatic test; therefore, pressure must be obtained and maintained two hours before the scheduled test time.

Building Condemnation

Any request for this type of inspection may be submitted at any time. The El Paso Fire Department (EPFD) and the Engineering and Construction Management (ECM) will coordinate and take action towards the condemnation of a building.

Complaints and Requests from Public

Any request for this type of inspection shall be submitted at any time. The El Paso Fire Department will review the request(s) and/or complaint(s) and forward the following to the appropriate section within the El Paso Fire Prevention Division.

Line Company Re-Inspection Forms

These types of inspections are conducted at the Fire Line Company level on an annual basis. After the second visit (Re-inspection), if violations continue to exist, the business inspection form(s) are addressed by FPD Inspectors and/or Investigators. At our arrival, if the violation(s) continues to exist, a citation, re-inspection fee and an additional official notice will be issued indicating noncompliance. The person in charge shall be responsible to correct all deficiencies and make sure the re-inspection fee is paid.
