CollectionsThe City of El Paso Environmental Services Department provides residential and commercial garbage and recycling collection and disposal services for approximately 175,000 customers. Garbage and recyclables are collected once a week. Collections start at 5 a.m. and are conducted Tuesdays through Fridays. Bins must be placed out for collection no earlier than 6 p.m. the night before your scheduled collection day. Both bins must be off the city right of way by 7 p.m. on your collection day. Trash and containers should not be at the curb except on your weekly pick up day.

Garbage and Recycling Bin Repair/Replacement

Stolen, damaged or garbage bins in need of repair may be reported by calling (915) 621-6700. Repairs such as a broken lid or damaged wheel are free of charge unless the damage was caused by the customer. If the bin is damaged by the customer, a $50 replacement fee will be billed.

 

Garbage Collection Rules (Do’s and Don’ts)


  • Gray bin must be placed on the curb after 6 p.m. the night before pickup.
  • Bag garbage to prevent spillage.
  • Do not overfill bin or place extra garbage on the side or on top of the container. A $4 fee will be charged if a solid waste driver has to pick up an overfilled gray bin or extra trash placed on top or next to the bin.
  • Do not place gray and blue bin too close to each other. Bins must be at least three feet apart.
  • Both bins must be at least five feet from vehicles, utility poles, mail boxes or other obstructions.
  • Make sure the container lid is completely closed.  A $4 fee will be charged if a solid waste driver has to pick up an overfilled bin or extra trash.
  • Do not place yard waste in the gray container, unless it’s bagged.
  • Do not place televisions, computers, batteries or oil in the garbage bin or recycling bin. Dispose of these items at any of the City’s Citizen Collection Stations or the Greater El Paso Landfill.
  • Do not place dirt, rocks, concrete, asphalt or other construction debris in the gray or blue bins.

When to place bins out for collection

Both gray and blue bins must be placed out for collection on your weekly pickup day no earlier than 6 p.m. the night before your scheduled collection day. On windy days, please make sure trash does not blow away, block traffic, or storm drains. Avoid setting blue bins out for collection if wind gusts exceed 40 mph or if temperatures dip below 20 degrees.

Bins must be off the city right of way and back on your property by 7 p.m. on your collection day. Garbage and recycling bins should not be at the curb except for on your weekly pick up day.

Household Trash/Recycling Preparation

Household trash must be bagged and in your city-issued gray bin. Recyclables belong in the blue bin and should not be bagged. Please do not overfill your containers, the lids should close completely. Extra household garbage that does not fit inside the bin with lid completely closed will result in an extra collection fee. Special collections are available at an extra charge for items that do not fit inside the bins.

How to Avoid Common Container Violations

Every solid waste customer can do their part to keep trash and recycling collections running smoothly. The Collections Division recommends these tips to avoid common container violations:

  • Place gray and blue bins out with the opening of the lid facing the street. (photo)
  • Place gray and blue bins at least three feet away from a mailbox, cable box, telephone pole, any signs and at least five feet away from parked vehicles. (photo)
  • Place gray and blue bins three feet apart from each other. (photo)
  • Place only household garbage in the gray bin container. Yard waste (photo), Construction debris and special collection items such as electronics or appliances are not allowed.
  • Place only the amount of garbage that fits in the container without causing it to overflow. The lid of the container must be closed completely. (photo)
  • Extra garbage placed on the side or top of the container (photo) will result in an extra fee.  A $4 fee will be charged if a solid waste driver has to pick up extra household trash that does not fit in the gray bin with the lid closed.
  • Place only recyclables in the blue bin and do not bag them. (photo)  
  • Solid waste drivers will not empty improperly placed containers or wait for customers to bring out their bins on their collection day.

Curbside Collection Exemption Application


  • Solid Waste customers with a disability or who do not have someone residing in their home that can place their garbage or recycling bin to the curb may call (915) 621-6700 to request assistance with their collection services.
  • To apply for a curbside collection exemption, also referred to as side door collection services, customers must fill out a Curbside CollectionsCurbside Exemption Application and return it to the Environmental Services Department.
  • Please note: Customers who receive this exemption will not qualify for a Senior and Disabled Citizen Discount.

Senior and Disabled Citizen Discount


  • Seniors and disabled citizens may request a discount by filling out a DiscountsSenior and Disabled Citizen Discount Application and returning it to the Environmental Services Department.
  • For discount or reduced fee information call (915) 621-6700.
  • Please note: Customers who receive this discount will not qualify for a Curbside Collection Exemption.

 

Collection Services Fees


  • Solid waste customers are billed a monthly fee of $16 plus tax. Commercial fee is $26.
  • Each additional gray container is $16 plus tax per month. To request an extra gray container, call (915) 621-6700. Blue bins are limited to one per household.
  • Overflowing bins requiring the driver to make one extra lift to collect garbage that did not fit in the bin with the lid completely closed are charged an extra fee of $4. If excess waste requires more than one additional lift, driver will leave waste behind requiring customer to contact Environmental Services at (915) 621-6700 to make arrangements for a special pick-up.
  • Customers whose bins are tagged for violations of the El Paso City Code may call Environmental Services to have driver return after violation has been corrected. A $10 fee will be assessed.
  • Senior and Disabled Citizens discount is 20% of the $16 monthly fee or $12 plus tax. No discount given on additional bins. If a Senior and Disabled Citizens Discount is obtained, customer is not eligible for Sidedoor Collection Service (Curbside Exemption Waiver).
  • Fees are billed and collected by the El Paso Water Utility.

 

Missed Collections


  • Bins not placed on the curb on a scheduled collection day can be picked up by calling (915) 621-6700. Same day service not guaranteed.
  • A $10 fee will be charged if a solid waste driver returns to empty a garbage bin.

 

New Garbage and Recycling Collection Service


  • Customers must first open an account with El Paso Water Utilities, (915) 534-5566.
  • Customers should then call the Environmental Services Department to request new service, (915) 621-6700.
  • Customers receive one 96-gallon grey garbage bin and one blue recycling bin within 10 business days.
  • Customers can put garbage bags on the curb on their designated collection day until the bin arrives.
