In coordination with the International Boundary and Water Commission, the City of El Paso will close the Country Club Road bridge over the Rio Grande to all traffic from Saturday, November 1, 2014, through Tuesday, November 4, 2014. The road will reopen to local traffic before the morning commute on Wednesday, November 5, 2014.
This closure is necessary to allow the International Boundary and Water Commission to implement noise-mitigation improvements on its floodgates at the bridge. Concurrent with the IBWC’s work at the bridge, the City of El Paso’s Contractor will schedule concrete paving of the westbound lanes of Country Club Road from Montoya Drive to the Bridge.
“We are seeking to minimize interruption to the neighborhood by allowing the IBWC to complete its work while we complete ours,” said City of El Paso Street and Drainage Engineering Division Manager Gilbert Andujo.
LOCAL TRAFFIC IMPACTS
Following the closure, the eastbound lane of Country Club Road will be open as far as Columbine Street to local traffic only; the westbound lane of Country Club Road will be open beginning at Willow Creek, also for local traffic only. The intersection of Country Club Road and Montoya Drive will remain closed allowing City of El Paso contractors to complete work on utilities as well as paving and traffic signal installation there.
All through traffic is reminded to follow existing marked detours on Doniphan Drive, Artcraft Road, McNutt Road, and Sunland Park Drive.
SUN METRO IMPACTS
Sun Metro will be required to continue the existing detour for Route 16. Sun Metro drivers will make courtesy stops along the detoured route as required. This route will likely see delays due to traffic, especially during peak hours; and is subject to change.
Buses traveling outbound, west on Mesa will turn right onto Doniphan, left onto Redd, right onto Montoya, left onto Doniphan, left onto Artcraft, left onto Westside returning to the regular route.
Buses traveling inbound, south on Westside will turn left onto Country Club, left onto Upper Valley, right onto Artcraft, right onto Doniphan returning to the regular route.

For decades, Country Club Road has served as key thoroughfare linking the Upper Valley and Westside. However, increasing traffic and aging utility infrastructure have necessitated re-construction of the busy two-lane road.
When it’s completed, this project will improve traffic flow on Country Club Road by adding a center two-way left turn lane, adding a traffic circle at Memory Lane, and adding right turn lanes at Montoya Road. Another reason this project needs to be done now is to accommodate the replacement of gas, water, and sewer utilities. The length of the project runs from Doniphan Drive to River Run Street.
Completion is expected in early 2015.
