The El Paso Neighborhood Coalition (EPNC) is a union of citywide neighborhood associations. The EPNC’s mission is to unify all the diverse El Paso neighborhood associations in matters of common interest and to actively encourage, endorse and promote issues of livability and the quality of life in our neighborhoods and community. The EPNC is a social network for all registered neighborhood associations to communicate and support each other and offers their views to elected-officials, City staff and other City leaders.
 
The EPNC has an elected body of six members called the Neighborhood Council. Neighborhood associations in each of the five City Planning Areas appoint a council representative and elect a chairperson for a two-year term.
