The Department of Community and Human Development of the City of El Paso has prepared a draft Annual Plan (2014-2015) of the Consolidated Plan for 2010-2015 for review and comment by the public, prior to submission of the Annual Plan to the U.S. Department of Housing and Urban Development (HUD), in accordance with HUD negotiations:

The Annual Plan constitutes the City’s annual applications under four formula (entitlement) grant programs from HUD:

The Community Development Block Grant (CDBG) Program;
The HOME Investment Partnership Program (HOME);
The Emergency Solutions Grant Program (ESG); and
Housing Opportunities for Persons With AIDS (HOPWA) Program

Copies of the draft Annual Plan will be available beginning May 12, 2014 for review at the:

Written comments on the Annual Plan should be submitted to the

no later than 6:00 p.m. on Thursday, June 12, 2014.

Interested parties may also present their comments at a public hearing, which will be held by the El Paso
City Council to adopt the Final Annual Plan. The public hearing will be held at the regular meeting of City Council on Tuesday, June 17, 2014 at 8:00 a.m. in City Council Chambers, City Hall, 300 N. Campbell. This meeting location does comply with the Americans with Disabilities Act (ADA). Spanish interpreters will be provided for this meeting upon request. Requests must be made to the Department of Community and Human Development at 541-4643, at a minimum of 72 hours prior to the meeting.

On May 6, 2014, the City Council of El Paso adopted the Proposed Budgets for the 40 th Year CDBG
Program and FY 2014 ESG, HOME, and HOPWA Program. A summary of the proposed budgets is provided below. A more detailed description of the projects listed is provided in the Annual Plan.
