Sean McGlynn is currently serving as the Deputy City Manager for the City Development and Tourism Portfolio. As a Deputy City Manager, Mr. McGlynn oversees the Development & Tourism portfolio, which includes:
- City Development
- Community Development
- Museum & Cultural Affairs
- Convention & Performing Arts Center
- Parks & Recreation
He previously served as the Director of the City of El Paso Museums and Cultural Affairs Department (MCAD), a position held since 2008. Previously, McGlynn served as Director of Finance and Strategic Initiatives at the City of New York Office of Cultural Affairs where he managed an annual operating budget in excess of $150 million and a ten-year capital plan valued at over $800 million. In addition, he was part of a team that completed a funding reform initiative that resulted in an expanded competitive grantmaking budget, which grew from $4 million to $25 million.
Under his leadership, MCAD achieved official State of Texas arts district designation for the downtown core, oversaw award winning programs and exhibitions, launched a weekly farmers and artists market, substantially grew the 2% for public art program, reformed the cultural funding portfolio to increase opportunities for individual artists and incentivize partner-driven festivals, and engaged in significant regional economic and tourism development partnership initiatives. Additionally, Mr. McGlynn oversaw operation of three municipally operated museum facilities.
Mr. McGlynn formerly served as the President of the United States Urban Arts Federation, and is currently a board member of Texans for the Arts.
