Jane K. Shang

Ms. Jane Shang brings to El Paso a diverse professional portfolio, with over 20 years of experience in transportation-oriented affairs. In 2008, Ms. Shang was appointed the Deputy City Manager of the City’s Mobility Portfolio, which includes the following departments:
  • Department of Transportation
  • International Bridges
  • Mass Transit Department (Sun Metro)
  • Engineering & Construction Management
  • PSB Coordination
  • Facilities/Fleet Maintenance

Before joining the City of El Paso organization, Ms. Shang was Director of Engineering and Development for the Hillsborough Area Regional Transit Authority in Tampa, Florida where she oversaw the development and construction functions of the Authority.

During her prior work experience, Ms. Shang invested 18 years into the Massachusetts area, serving various organizations with her expertise. Ms. Shang worked for seven years as the Manager/Supervisor of Airport Leasing for Logan International Airport under the Massachusetts Port Authority. Her duties included service development as well as responsibility for the legal, fiscal and property management of over 80 airline and aviation related accounts generating approximately $130 million in annual revenues. She spent six years serving the Massachusetts Bay Transportation Authority Construction Department as Assistant Director for Right of Way. She was responsible for negotiating financial agreements and obtaining all necessary property rights to facilitate the MBTA’s goal to maintain, operate and improve public transportation within Massachusetts. She worked with local, state and federal officials and negotiated public-private partnerships and interagency agreements, including coordination with the Central Artery Project known as the “Big Dig”. Her legal expertise was put to practice during her tenure as Senior Staff Counsel of Real Estate and Contracts at the Massachusetts Water Resources Authority. She was involved with the clean-up of the Boston Harbor. Prior to that Ms. Shang began her legal career as Assistant Corporation Counsel for Litigation, Parks and Real Property for the City of Boston’s Law Department. She also worked on policy objectives for the Mayor of Boston and Boston City Council.

Ms. Shang maintains a Bachelor of Arts from Brown University and earned her Juris Doctorate (J.D.) from Suffolk Law School, later being accepted into the Massachusetts Bar.

She maintains various community interests and a record as a finalist and champion in various doubles tennis tournaments. Ms. Shang is proud to be a member of the City of El Paso team.
