David R. Almonte

David R. Almonte is a native El Pasoan, graduating from Burgess High School. He has a B.S. in Business Administration with a major in Finance and a MBA, both from the University of Texas at El Paso. He is a veteran having served in the United State Air Force. He attributes his success to the support of his wife Martha and his three children, David Ray, Andrea and Amanda. Mr. Almonte’s appointment as Deputy City Manager was effective 1 October 2010.

As a Deputy City Manager Mr. Almonte oversees the Public Safety & Community Services portfolio which includes:
  • Police Department
  • Fire Department
  • Municipal Clerk
  • Environmental Services
  • Public Health
  • 911/311 Communications
  • Community Development

Prior to joining the City of El Paso, Mr. Almonte was employed in the banking community in El Paso. Mr. Almonte was Director of the Office of Management & Budget and served as director since June 2000 and has served the City of El Paso since 1991. He has overseen a variety of administrative and management support functions, including the City’s risk management and benefits system and actively involved in tracking progress on the City’s Strategic Policy Goals adopted by Council in 2005. He has a strong work ethic and breadth of organizational experience and a deep commitment and dedication to the City.

Mr. Almonte has been involved in several organizations within the community in the past and currently serves on the board of directors of the El Paso Employees Federal Credit Union.
