The City Development Department Plan Review Section is responsible for assisting customers through the development process to help acquire the necessary permits for their construction projects. This process includes the reviewing, permitting and inspections of the construction project to ensure compliance with the various building and zoning codes. The plan reviews include sign regulations, architectural, plumbing and mechanical, health, fire, electrical, landscaping, historical and engineering development. This section also provides support to other regulatory boards such as the construction board of appeals and the ZBA (zoning board of adjustments). Plan review also offers expedited reviews PBA (permit by appointment) and CPR (customized plan review) and electronic plan submittal; these types of reviews are design to reduce the process time.
In addition to promoting life safety to the general public, we also seek to provide an efficient and effective development process that supports city growth and economic development.
The City of El Paso has contracted with the following agencies to perform residential plan review and inspection services. The License Division of the City Development Department is responsible for the collection of revenue from different business licenses issued within the City of El Paso. Most of the licenses issued by City Development are related to public health and safety and require an inspection from the Fire Department, Health Department, Police Department or Environmental Services. In a postage and paper-saving move, DSD has launched a series of reports for you to review. The reports, prepared on a weekly basis, cover a broad spectrum of construction permits, licenses issued, mobile home placements, sign permits, and swimming pool permits.
