In August 2010, Mark Sutter joined the Financial Services Department of the City of El Paso, Texas, to serve as the Comptroller for the City. He works with staff to apply governmental accounting and financial management principles to continue and improve the delivery of prudent and efficient fiscal and financial reporting services to the elected officials, management, staff, and citizens of the City of El Paso. In July 2014, he began serving as an interim appointment to the Chief Finance Officer (CFO) position.
Dr. Sutter was an employee of the City of Las Cruces, New Mexico, beginning in 1991. After working a year as a rate analyst in the Utilities Department, he transferred to Finance where he served as Comptroller and Fiscal Manager until 2000 when he became the City’s Finance Director, serving in that capacity until resigning to accept a position with the City of El Paso. He was active in the New Mexico Chapter of the Governmental Finance Officers Association, serving in various officer positions, including State Chapter President in 2005.
Dr. Sutter has Bachelor and MBA degrees from Kansas State University and a Ph.D. of Accountancy from the University of Missouri-Columbia. He is currently licensed to practice as a CPA in New Mexico.
